The
INTRODUCTION first diagnosis indicates a great lack of efficiency in social policy. This deficiency is due to coverage and temporary assistance programs, not always as they tend to accumulate as layers without any strategic sense .-
This poor implementation stems from an economic model to the decade of 70/80 was articulated with social protection system of universal claim but stratified, and later with liberal reform, building a state that promotes alternative and transitional compensatory social policies for social groups displaced .-
and in parallel also declared themselves in 30 years of very marked in the social areas: the shift of power from central to peripheral systems, on the one hand and on the other, shifting the organizational logic and provisional
from the public sector to the private. (Decentralization and privatization)
This has helped increase local responsibilities without the necessary budget transfers, with the consequent impracticality and elimination of any program or proposal .-

ANALYSIS The analysis shows:
• A wrong conception of the social, promotes the deepening of the cracking of the fragmented social structure, increased vulnerability, poverty and exclusion of old and new poor.
• The response to this reality has been the creation of social policies characterized by its vertical (policies are dictated from the top down), comprehensiveness (are supposed to apply to any geographic area) and design sector (privileges the corporation on the citizen)
· This way of understanding social policies has increased patronage, has destroyed the basic forms of solidarity among the poor creating a distinction between "deserving poor" and "unworthy" and stigmatization of recipients .
· The benefits granted and did not cause the desired distributional impact, has encouraged fragmentation and thus has undermined social equality.
Absence of assessment processes in national and provincial social policies.
little reliability on indices and indicators developed by national and provincial agencies tend a cloak of opacity and suspicion about the effectiveness of policies. Maximizes
political and electoral benefits at the expense of a true change in quality of life of the individual.

As a simplistic and random masking the national government handouts, repeating behaviors typical of the old policy, rather than planning and developing real policies that promote
status to the patient. Features that appear increasingly
characterized more as casual and as safeguards and countervailing duties.
· The municipalities carry out massive social policies designed to remedy the failures of national and provincial social policies, counting simply proceeds from their taxes and contributions

CHALLENGES

The commitment is to seek alternative ways to build effective social policies, efficient, equitable and sustainable. This implies:
• Generating social policies from the horizontal (coordination with the various local actors), selectivity (the focus of the target population), and territoriality (as resources and local institutional and sociocultural definitions).
To strengthen efficient and transparent management of public resources and the use of mechanisms to help us resolve the tensions inherent virtuously between social demands and fiscal constraints.
strategic · Social Policies must be implemented in the medium and long term, without neglecting the needs
and short-term emergency, under the premise that this type of program is for future generations with the aim of building human social orders .- • Must be implemented
transparent criteria for targeting and resource allocation to avoid patronage.
• The way forward in effectiveness and efficiency is certainly not in the market, nor in public delivery of social services
back to quality control and efficiency. NGOs as partners to the state.
· The social policies as state policies require staff to be professional. Technicians and officials have targeted / specialized to state policies, with great management skills to manage policies that will produce public value through its impact on the population, how they were incorporated into the agenda and its sustainability .
· Monitoring and evaluation of programs. That is, defining goals limited in time,
standardized indicators for carrying out periodic assessments and establish the capacity
dynamic adjustment, repair and transformation of state policy.
